Yorkton Council approved the City’s insurance brokerage services for the next 5.5 years.

With the City’s current contract for insurance brokerage services expiring on June 30, 2017, a request for proposals was advertised with a closing date of June 2, 2017.

“The City of Yorkton received 5 proposal packages from insurance firms throughout the Province,” explained Shannon Bell, Director of Finance with the City.

The proposals were evaluated based on the following factors:

• Adequacy and technical depth or personnel assigned to the account

• Demonstration of successful prior performance of comparable services

• Concept and proposed solutions, including responsiveness to terms and conditions, completeness and thoroughness of documentation

• Depth and breadth of services available

• Evidence of good organization and management practices

The evaluation team consisted of the Director of Finance, Michael Buchholzer, Director of Environmental Services & Capital Projects and Darcy McLeod, Director of Community Development, Parks & Recreation. The insurance portfolio is managed by the Director of Finance however both of the other two Directors have significant

buildings and equipment that are included in the insurance portfolio

“The evaluation team is prepared to review the proposal evaluation process with any of the submitting firms to discuss the strengths and the weaknesses of their proposal in relation to the others. Disclosure of specific information contained in proposals submitted by the other firms will not be released,” said Bell.

Bell added, “Letters will be sent out to the firms that were not successful in this process thanking them for their proposal and interest in the City of Yorkton’s insurance needs.”

“At the end of the evaluation process Farrell Agencies Ltd. had the highest score and is being recommended as the successful proposal.”

Farrell Agencies has been the City’s brokerage for the past seven years.

Councillor Darcy Zaharia questioned if the actual insurance premiums were part of the review process?

“Premiums were not addressed in the tender,” said Bell, explaining the City is essentially paying for a service which in turns goes out into the market looking for the best premiums on behalf of the City.
