The province is moving to recovery mode now following the spring flooding events of 2013.

That was the indication of government officials Thursday during their final teleconference with media on the 2013 flooding situation.

Duane McKay, commissioner of emergency operations, says his department is "moving rapidly to phase 2 of this operation which is basically recovery."

That means assisting municipalities and individuals to return to pre-flood conditions. A number of municipalities remained under declarations of emergency and it was expected some of them would time out within days.

The village of Borden remained under a declaration due to water from Radisson Lake, and Poundmaker and Onion Lake First Nations remained under emergency declarations as of Thursday.

There remained one family of four evacuated from Poundmaker, and one family of three from Maidstone was still evacuated as well.

The Provincial Disaster Assistance Program has been in contact with 74 communities, but McKay noted the calls for help were considerably lower than 2011.

There remains some situations of water on the highways, with that still an issue on Highway 16 east of Radisson and also on Highway 2 just south of Highway 11. There was also water-on-the-road issues at Highway 3 in the Spiritwood area as of Thursday.

Doug Wakabayashi of the Ministry of Highways says a "fair bit of work" has been done to get water away from the road, but adds that "the one thing people need to understand with a lot of these flooding events is the ultimate fix to the situation is to have the water pass through."
