Mill rate bylaws introduced, not yet signed and sealed

However the bylaws, establishing a 3.9 per cent mill rate increase, will have to wait until the next council meeting for final passage.

One of the bylaws establishes mill rate factors while the other sets the mill rates, minimum tax and base tax. Both passed first and second reading at council, but support was not unanimous as Councillor Trent Houk voted against.

Houk then voted to deny the unanimous consent required to move to third reading and final passage. As a result, third reading will take place at the next council meeting in April.

The mill rate vote went according to the same lines as the previous vote on adoption of the operations and capital budget back in January.

Houk was one of two councillors who opposed adoption of the budget in January. Councillor Brad Pattinson, who was not in attendance Monday, had also voted against adoption of the budget at that time.

Mayor Ian Hamilton and the other four councillors, however, all previously voted for the budget and supported the mill rate bylaws Monday.
