GFL awarded residential solid waste and recycling contract

Green for Life (GFL) Environmental will continue to handle the collection and hauling of residential solid waste and recycling in the city of Estevan.

Estevan city council awarded a three-year contract for the services to GFL during Monday night's council meeting. The pact includes a two-year option.

GFL purchased Regens Disposal last year.

The city's current contract with GFL expires on June 30.

The city issued a request for quotes (RFQ) regarding residential waste hauling and recycling earlier this year. The city used a weighted system. Conformance in meeting the primary objectives of the RFQ received 15 per cent, proposed service levels were 25 per cent, past performance, references and vendor reliability were 10 per cent, total bid price to meet requirements was 40 per cent, and implementation and termination plan were 10 per cent.

GFL, Goliath Disposal and Emterra Group were the bidders.

In a report to council, city manager Jeff Ward said Emterra Group's bid was significantly higher and would be outside the budgeted amount.

GFL and Goliath both scored well, but it was noted the Goliath Disposal curbside portion of the quote was 33 per cent higher than GFL’s. Additional service fees relating to the recycling depot, oil disposal, and specific yard size bins were comparable, with Goliath providing some of these services at a cost lower than GFL.

Total points were 100 for GFL and 94 for Goliath Disposal.
