Estevan provides update on downtown revitalization progress

The progress continues, with site works expected to be completed in early November. Light poles and top lift asphalt, as well as site furniture and line painting are to occur in 2025.

ESTEVAN — The City of Estevan has posted a downtown revitalization project update, dated Sept. 11.

Landscaping, not including paving and bollards, is underway in the 1100 and 1200 blocks of Fourth Street, with estimated completion dates set for Oct. 18 and 28 respectively. Water and sewer mains and services replacement, as well as roadway base and sidewalk, are completed in 1100 block, and are still underway in the 1200 block. Next up will be electrical and roadway paving.

The progress continues, the city said, with site works expected to be completed in early November. Light poles and top lift asphalt, as well as site furniture and line painting (the last two are marked as "not in contract") are to occur in 2025.

According to the latest update, sidewalks remain open, except in areas where additional excavation for service connections is necessary. Within two weeks, limited sidewalk access will be in effect on the north side of the 1100-block as Strata Cell installation begins. Appropriate fencing has been installed, and detours are currently in place to guide pedestrians and vehicular traffic.

Back alleys are operating as two-way streets and remain functional, although the need to transition to one-way access may arise as the project progresses.

The intersections of 12th Avenue and Fourth Street, as well as 13th Avenue and Fourth Street, are no longer accessible to facilitate ongoing work.

"We are pleased to note that local businesses remain operational, with rear or alternative access points established," said the city in the news release.

Roadway asphalt has been successfully removed from 98 per cent of the project limits, with aggregates salvaged wherever feasible.

Replacement of mains and services has been completed, extending from the intersection of 11th Avenue and Fourth Street past the 12th Avenue and Fourth Street intersection, nearing the 13th Avenue and Fourth Street intersection.

Replacement of mains has progressed as planned, with installations now completed past the 12th Avenue and Fourth Street intersection. As of Sept. 10, installations have advanced to a gas line on the 13th intersection. Permission from SaskEnergy has been secured for sanitary and water mains, while approval for storm sewers is currently pending.

Temporary water services to buildings have been installed, chlorinated, tested and confirmed operational throughout the 1100 and 1200 blocks of Fourth Street. New isolation valves are installed and functioning properly.

The removal of existing light poles along the 1100 and 1200 blocks of Fourth Street has been completed, along with trenching through intersections where subgrade has been installed.

Crews have commenced the pouring of curbing, beginning at the intersection of 11th Avenue and Fourth Street and progressing westward on the 1100 block.

Installation of paving stones and Strata Cell has also begun on the 1100 block.

The city says no issues or updates have been reported regarding environmental biology or contaminated sites since the last report.
