A six-hour standoff leads police to arrest man on warrant

REGINA - At approximately 4:15 p.m. on Monday, Oct. 7, 2024, police headed to the 1500 block of Montague Street to arrest a man wanted on a warrant.

Officers attempted to make contact with the suspect in the basement suite. The man would not allow police to enter, barricading the door, and told police he would set the residence on fire.

Information gathered by police suggested the man had weapons on him. After trying to negotiate with him, the police requested the Crisis Negotiation Team, which was approved. Additionally, Regina Fire and Protective Service and EMS were on standby.

A perimeter around the residence was set up by police, blocking off local traffic. The man eventually poured gasoline around the entry points of the residence and lit the entry points on fire. Regina Fire and Protective Services handled the fires and put them out.

Despite the negotiation talks, the man refused to surrender to the police, causing more damage to the residence. SWAT was requested and authorized just before 11 p.m., as the male exited the scene and was taken into custody.

The man was arrested on his existing warrant and charged with arson, mischief for destruction of property and possession of incendiary material.

Thirty-five-year-old Chance Elroy James Oochoo of Regina is charged with:

• two counts of mischief under $5,000 [CC 430(4)]

• Arson with disregard for human life [CC 433(A)]

• Possession of incendiary material [CC 436.1].

Oochoo will make his first appearance in Provincial Court this afternoon at 2 p.m.
