An 18-year-old passenger on an ATV (quad) died as result of his injuries from an accident near the Kamsack sports grounds on July 1.
Kamsack RCMP report that at 3:15 a.m., a complaint was received from an off-duty RCMP offi cer who observed an ATV with three males being driven erratically on Queen Elizabeth Boulevard in Kamsack.
The driver of the ATV flagged down and spoke with the off-duty officer moments later near the Kamsack sports grounds, advising that one of the male passengers had been seriously injured. The male passenger, 18-year-old Brandon Cote from Cote First Nation, died at the scene.
Upon arrival by on-duty Kamsack RCMP offi cers, the investigation determined that the ATV had been stolen from private property at Madge Lake.
The driver of the ATV, Kaylon Tourngeau-Genaille, 18, has been charged with: one count of dangerous driving causing death, section 249(4) of the Criminal Code; one count of break, enter and commit, section 348(3)(b) of the Criminal Code; one count of theft of a motor vehicle, section 333.1 of the Criminal Code; one count of theft under $5,000, section 334(b) of the Criminal Code; and one count of possession of stolen property over $5,000, section 354(1)(a) of the Criminal Code.
Tourngeau-Genaille appeared in Saskatchewan Provincial Court in Canora, Saskatchewan on July 2 and his case has been adjourned to July 14 at Provincial Court in Kamsack.
The third male passenger (19 years of age) from Cote First Nation remained in custody as of Thursday and charges are pending.
Kamsack RCMP, Yorkton General Investigation Section, Major Crime Unit South and Traffi c Services Collision Reconstructionist continue to investigate.
As per RCMP policy, the Regina Police Service will conduct an independent investigation into the involvement of an off-duty RCMP officer and report the results to the Ministry of Justice and Attorney
General.
In addition to the independent external investigation, the RCMP has contacted the Ministry of Justice and the appointment an Independent Observer is being considered under
the authority of the Saskatchewan Police Act.
