MOOSE JAW — Meota-based Western Municipal Consulting Limited (WMC) will provide Board of Revision (BOR) services this year for the City of Moose Jaw, which is the fourth year the company has handled this duty.
During its Feb. 10 regular meeting, city council voted unanimously to appoint WMC to handle BOR services from Jan. 1 to Dec. 31, 2025. Furthermore, it appointed 28 people to act as members of the board.
Those people include Dave Gurnsey, Gordon Parkinson, Mike Waschuk, Wayne Adams, Fife Ogunde, John Krill, Mike Meleca, Nick Coroluick, Jordan Boyes, Dave Thompson, Jeff Hutton, Stew Demmans, Ken Friesen and Maureen Jickling.
Also appointed were Christopher Blueman, Hany Amin, Farrah Ovans, Kenneth Tan, Donna Rae Zadvorny, Kevin Kleckner, Tim Lafreniere, Femi Ogunrinde, Jamie Tiessen, Alan Sawatsky, Kimberly Speers, JayDee Mazier, Tyler Shandro and Rick Leigh.
This is the fourth year that the City of Moose Jaw has hired WMC to provide BOR services after the company first began this role in mid-2022.
As part of the agreement, the chairperson will be responsible for naming no fewer than three members to hear a matter. When the chairperson is not included among the appointees, the appointed members will determine the chairperson for that meeting from among their group.
Furthermore, Mae Rotsey will act as the BOR secretary for this year. If she cannot perform her duties for reasons that may include scheduling difficulties, WMC can appoint a delegate to perform administrative functions and may appoint a recording secretary for the hearing.
During a regular meeting in December, council approved a motion authorizing city administration to sign a contract with WMC to provide secure, independent Board of Revision services for this year, a council report explained.
“Western Municipal Consulting Ltd. ensures that its members possess the necessary skills and experience to serve on the Board of Revision,” the document said.
“The appointed members include individuals with diverse backgrounds in property assessment, law, real estate and public administration. These appointments ensure the continued accuracy and fairness of property assessments in the City of Moose Jaw.”
The report added that the city clerk’s office has budgeted $70,000 this year for BOR services, although this amount depends on the number of property appeals that the office receives since 2025 is a revaluation of property assessments.
According to previous council reports, in 2023, city hall paid WMC over $94,000 for Board of Revision services; 2024 data is not yet available.
The next regular council meeting is Monday, Feb. 24.
